A Practitioner’s Handbook for Gram Panchayat Development Planning and It’s Implementation

. September 12, 2025

This document is the product of a collective reflection over past two year’s intensive engagement of PRADAN professionals in GPDP across 1700 GPs of 7 states . It serves as a process documentation aimed at capturing key strategies, implementation practices, enabling and hindering factors, best practices, and recommendations for the future. Structured thematically, each chapter follows a standardized format to ensure consistency, clarity, and comparability across different aspects of the GPDP planning process.

As the GPDP continues to evolve into a cornerstone of grassroots planning and democratic governance, this documentation is intended to serve as both a practical resource and a strategic guide for practitioners, policymakers, and institutions committed to advancing participatory and equitable development.
